The Project

EMAR empowers the European maritime sector in offering efficient and high quality shipping services fully integrated in the overall European transport system over an upgraded information management infrastructure.

The Need
  • Maritime transport information management is not coherent, transparent, efficient nor simplified at the moment
  • Safety and security of maritime transport services and assets as well as environmental protection are actively sought
  • The sector anticipates more sustainable waterborne transport services as well as efficient and secure door-to-door transport services in Europe and beyond
  • The human element needs to be strengthened and supported to improve competencies development and welfare for seafarers

Approach / Tools
  • Developed an e-Maritime Strategic Framework (EMSF) to improve the coherent view of the European maritime sector
  • Engaged representative organisations from main stakeholder groups and co-ordinated a broad industry endorsement
  • Conducted market surveys to enhance the market view for the adoption of e-Maritime services
  • Established an e-Maritime Forum to support the development of the EMSF
  • Promoted the standardisation of services and IT facilities
  • Developed innovative IT systems to fuse data and information to relevant partners.
  • Established a consolidated inventory of existing e-maritime related services
  • Recommended changes in legislation, policies and incentives and standardisation options to facilitate the implementation of new relationship types between maritime transport stakeholders through adoption of e-Maritime services
  • Specified a set of strategic and operational generic models for key administration and business maritime transport processes
  • Provided assessment and projections for key technologies particularly telecommunications and surveillance systems
  • Built a European road map showing milestones for the implementation of e-Maritime services and their interaction with ongoing developments particularly SSN
  • Developed a business model that explains concisely the business benefits of the e-Maritime approach and change management strategies for the implementation of e-Maritime including the deployment of the eMAR software platform
